Most breeders will ask that you sign a contract. This is simply in the best interest of the dog. The breeder has a responsibility for the care and welfare of the dog and wants what is best for them.
A standard contract usually states that you will:

have the dog examined by your vet to ensure it is healthy.

have the dog spayed or nutered.

give proper physical and emotional care.

ensure the dog will live indoors in an air conditioned home in the summer and heated in the winter.

allow the dog access to an outdoor fenced yard or on a leash and not allow the dog to run freely in public to create a nuisance.

allow the dog to become a part of your family and live inside the home (not a garage, shed, or dog house).

not sell the dog without notifying the breeder first. Often times, the breeder will offer to take the dog back and find it another suitable home.

not sell the dog to a breeding facility.

not chain the dog outside.
If the buyer disagrees with any portion of the contract they can discuss it with the breeder but mostly likely the buyer will have to look elsewhere for a puppy.
